Global Effort by WHO Aims for 24-Hour Detection of Emerging Health Threats by 2030

BERLIN, GERMANY / RankWire.AI / – The World Health Organization has introduced a five-year plan to enhance worldwide outbreak detection capabilities. This initiative seeks to enable all nations to identify and comprehend emerging health dangers within 24 hours by 2030. The strategy was announced at the World Health Summit 2026 in Berlin, emphasizing that quicker detection can facilitate earlier public health responses before outbreaks spread further across communities or borders. Achieving the 24-hour detection target provides a clear global standard for surveillance performance.

WHO launches 2030 plan for 24-hour health threat detection
WHO’s 2030 strategy puts 24-hour health threat detection at the center of global preparedness.

Leading this effort is the WHO Hub for Pandemic and Epidemic Intelligence, which will implement the strategy from Berlin from 2026 to 2030. Established in 2021 with initial support from the German government following vulnerabilities exposed during COVID-19, the Hub now collaborates with over 160 WHO Member States and 190 partner organizations and networks. Its scope includes surveillance, pathogen identification, data analysis, and international cooperation on emerging health threats. The Hub functions within the WHO Health Emergencies Programme.

WHO Director-General Tedros Adhanom Ghebreyesus stated that the Hub has become integral to the global health security system since its inception. The new strategy sets four key objectives: enhanced surveillance, rapid detection, improved analysis, and reliable digital infrastructure. WHO plans to connect governments, public health agencies, scientists, and technology experts, building upon existing systems while expanding access to tools for swift threat assessment. The strategy also aims to transform health data into actionable insights to inform public health decisions.

Five core initiatives underpin the strategy

The plan revolves around five interconnected initiatives focusing on open-source intelligence, pathogen surveillance, modeling, national monitoring, and digital systems. Epidemic Intelligence from Open Sources employs artificial intelligence to monitor thousands of public sources daily for potential health threats. According to WHO, this system supports more than 125 Member States and 30 regional and international entities. Its global EIOS community comprises over 4,000 experts aiding in health threat detection and evaluation. Participants gain access to real-time information from publicly available sources via the platform.

The International Pathogen Surveillance Network enhances genomic sequencing and bioinformatics capabilities to identify and understand emerging pathogens. Tedros mentioned that the network now involves nearly 360 partners across over 110 countries. The Collaboratory connects more than 2,000 modeling and data science specialists who can support responses to new threats. The Collaborative Surveillance Initiative operates in over 83 countries, assisting national agencies through a One Health approach. Additionally, the Digital Enablers initiative will focus on secure data sharing, analysis, and the responsible application of artificial intelligence.

Partnerships in Berlin extended until 2031

The WHO Hub has renewed agreements with the Robert Koch Institute and Charité Universitätsmedizin Berlin through 2031. These collaborations, ongoing since 2021, focus on surveillance, genomics, data science, and public health preparedness, supported by Germany’s Federal Ministry of Health. The partnerships combine WHO’s global leadership with the institute’s expertise in public health and Charité’s clinical and research strengths. The extensions sustain joint efforts linking scientific research directly with practical health systems.

WHO emphasizes that the 24-hour detection goal remains the core objective of its Pandemic and Epidemic Intelligence strategy through 2030. The Hub assists countries in developing systems capable of early threat identification and outbreak understanding. The strategy advocates for strengthening digital infrastructure, broadening analytical cooperation, and enhancing pathogen surveillance. WHO intends to leverage its international networks to bolster national capacities for detecting and assessing new health threats. The five-year plan builds upon the first five years of collaborative efforts driven by the Hub.
