A new implementation agreement has marked the transition of the IRIS² program from planning to full-scale deployment. This formal arrangement increases the satellite network to 348 spacecraft, aiming to enhance sovereignty, defense, and emergency response capabilities across EU member states.

According to the revised agreement, the main satellite fleet will expand from 282 to 348 units. The upgraded network design includes 330 satellites in higher low Earth orbit and 18 in medium Earth orbit, with additional orbital slots reserved for specialized missions. The agreement specifies deadlines for satellite production, launch procurement, ground segment development, and operational services, with initial launches scheduled for 2029 to provide early sovereign connectivity to member states shortly afterward.
This expansion directly addresses increasing security and defense needs across Europe. The new plan features technical upgrades to the core satellite hardware and integrates an extra layer of 66 low Earth orbit spacecraft dedicated to defense forces, national security agencies, and emergency responders. Technical assessments forecast a 60 percent increase in secure governmental communication capacity within the EU and a 54 percent rise globally, improving regional emergency response and infrastructure protection during crises.
EU Commission Formalizes Contract for IRIS2 Satellite Network Growth
The SpaceRISE consortium, responsible for the program’s development and 12-year operational management, involves key European satellite operators including SES, Eutelsat, and Hispasat. The European Space Agency provides engineering support and launch coordination, working closely with the consortium. Manufacturing involves a broad network of European aerospace firms, notably Thales Alenia Space, Airbus Defence and Space, and OHB, along with telecom providers Orange and Deutsche Telekom.
Funding for the expanded satellite infrastructure is structured through a public-private partnership, combining EU budget allocations, national contributions, and private sector investments from the consortium members. Countries have started formalizing their financial commitments for deployment from 2028 to 2034. Notably, Poland pledged 656 million euros, Hungary allocated 500 million euros, and Spain announced investments ranging from 1.6 billion euros to 2 billion euros, with additional funding negotiations underway.

The expanded system will also serve non-EU countries like Norway and Iceland through dedicated agreements. As the third major space initiative after Galileo and Copernicus, IRIS2 aims to deliver high-quality, tamper-resistant communications for public authorities while addressing digital divides in remote areas. The network will operate with military-grade encryption standards across designated spectrum bands, safeguarding critical infrastructure from cyber and physical threats.
With manufacturing underway in European facilities, the European Commission and SpaceRISE will oversee phased deployment milestones leading up to initial orbital testing.
