UAE President Sheikh Mohamed bin Zayed Al Nahyan and German Chancellor Friedrich Merz announced 12 government-level agreements, memoranda, and declarations. These initiatives encompass sectors such as investment, energy, technology, aviation, security, legal cooperation, environmental issues, data management, and culture. Both nations also signed a declaration of intent to form the German-UAE Investment Council, creating a platform for public and private sector engagement on investment initiatives. Additionally, the two governments revived the Joint Economic Committee, adding a formal channel for bilateral economic and commercial discussions.
Among the government agreements are new arrangements facilitating air transport access for UAE airlines to Berlin Airport. They also cover cooperation on passenger procedures, crime prevention, and mutual legal assistance in criminal cases. Separate accords address defense and security cooperation, environmental policies, data hosting, and information systems. The countries agreed to further expand energy collaboration and signed a memorandum on cultural cooperation.
Economic Collaboration Deepens with €40 Billion Investment Plan
The visit resulted in a UAE investment package worth 40 billion euros for Germany. This includes investments in digital infrastructure and new data centers with approximately 1 gigawatt of capacity. UAE and German firms also signed 29 business agreements and memoranda valued at over 9.356 billion euros, broadening the economic scope of the bilateral talks alongside the government accords announced during the visit.
Trade and investment figures highlight the depth of existing economic ties, with UAE-Germany non-oil trade reaching $15.5 billion in 2025, a rise of more than 14% from the previous year. Total bilateral investment flows from 2021 to 2025 surpassed $10 billion. The two governments also acknowledged ongoing negotiations for a comprehensive trade agreement between the UAE and the European Union.
Expansion of Energy, Technology, and Transport Partnerships
The investment agenda features ongoing projects involving Covestro, RWE, ADNOC, and Masdar. Existing UAE-related investments in Germany include XRG’s roughly 15 billion euro stake in Covestro. Both nations identified liquefied natural gas, renewable energy, and hydrogen as key areas for continued cooperation. Their agreements also encompass digital infrastructure, artificial intelligence, and other advanced technologies within the broader bilateral framework.
The visit, held from September 9 to September 11, marks the first state visit to Germany by a UAE president. Discussions in Berlin covered economic cooperation, technology, energy, culture, education, and regional issues. The establishment of the Strategic Dialogue, Investment Council, and related agreements provides new formal mechanisms to manage bilateral cooperation. Overall, the initiatives announced during the visit span government policies, investments, private-sector deals, transport arrangements, and major infrastructure projects.
